If the activation didn't cost mana, then this would be better than a one mana 1/1 that is also a Howling Mine (See Kami of the Crescent Moon), which would definitely be insane.

Does anyone remember that Fateseal is not a fun mechanic to play against? When I got this out on T1 of the pre-release, it soft-locked my opponent every time. Mana ... DENIED!
I feel like this was an attempt to "fix" the Fateseal mechanic, but I bet it ends up even more broken.

Great ability early game. The toss up is whether to mill your opponent's cards or not....well, honestly, even if you choose not to, you're getting a glimpse at what they have coming up. Excellent ability. I'll want a playset or two come this friday.

Play it with Notion thief in a UB deck. You get 2 cards a turn for the cost of {U}, {T}, or you can still make them get rid of their bomb at the cost of only one card additional.

I used this at the release to lock an opponent out of his secondary colour (Black). Every time he revealed a Swamp during upkeep I would bin it!
