To give you a sense of the power of this card in EDH: It's generally considered as good of an include if not better than Fact or Fiction in the format.
It draws a lotta cards.

Great in a Commander deck that can abuse it. i.e. Niv-Mizzet, the Firemind or Nekusar, the Mindrazer. Like others have said, Forced Fruition, Windfall or Prosperity are some good options to make the most use out of this. If you can cast Insight at instant speed with a Quicken or Leyline of Anticipation you have all but won the game. Add in a Twincast or Reverberate and things really get crazy.
This is a good card to combat such ridiculous draw strategies as well. Most competitive commander decks are capable of drawing way too many cards.
