If you have a method of un-tapping artifacts, the damage from this guy will begin to add up rapidly. Nice synergy with Tezzeret the Seeker, allowing you to drop 4 points of damage in a single turn if you have two of them out.
A Blue/Black deck has a million ways to make this thing painful, very quickly; Twiddle, etc.
It is waaaaaaaaay better than Rod of Ruin since there is no mana cost. Worst case scenario, your opponent wastes good removal getting rid of something that is pinging him to death.

The way I see it, this thing will do three, four damage, since it's hard to imagine anyone wasting removal on this when you are running a deck with artifacts other than this thing. Not exactly first-pick material, but solid in any deck running black.

Nice to ping your opponent for one a turn, but why not use Prodigal Pyromancer and be able to hit creatures as well? Anyway, I wouldn't waste a slot in my deck on this card except in limited.

Well, at least you don't have to pay to use it like rod of ruin. So it's slightly better. Still bad, though.
