this IS the Norse plane
in their language, Heim means Home
and it was described as this in the Planes of Planechase article (http://www.wizards.com/magic/magazine/article.aspx?x=mtg/daily/stf/54)
"Skybreen, a blizzard-wracked mountain range on the plane of Kaldheim, is no place for the meek to visit. The scouring winds tear at gear and skin alike; the frigid temperatures congeal the blood and generate a frosty deterrent to magic; ice sheets, as sharp as straight razors, slice up travelers and form blind cliffs in the constant blizzards. The primitive barbarian race that survives here is not known for its hospitality or reasoned discourse; they practice both surgery and diplomacy with axes."
that is the stereotype of the Norse perfectly

Flavorwise, the top of the mountain (your deck) is small, therefore there's no room for others of the same type on top!

The Chaos ability can be ridiculous if this plane is up during the early turns, and players can't cast spells so nothing else is happening but lots of rolls. I think the spell restriction is very interesting overall, but this would play much better if the Chaos ability allowed you to interact with the first ability in some way, such as "Whenever you roll Chaos, any number of target players puts the top card of their library into their graveyard." This way you can use the Chaos to influence which spell type can be cast.

Pretty much a soft-lock. People can always choose to roll the planar die until they hit the planeswalk symbol though, but it might force someone to spend all of their mana on rolling the planar die instead of casting spells. Not exactly the most "fun" of the planes, but works pretty well if you're winning in terms of board position.
Also spent a bit of time wondering how this would work with Future Sight. Future Sight let's you play/cast the top card of your library, but Skybreen says you can't cast spells if they share a type with a card on top of a library. This way, if you try to cast a creature from the top of your library, I assume Skybreen would prevent you from doing that, even if you're the only player with a creature on top of their library and the next card in your library is a non-creature card.
To explain, what started this pondering was the fact that you move the card you're casting onto the stack when you cast it. This way, if the top card of your dec... (see all)

Yay for Norse mythology inspired planes! We should definitely get one, since we already have a Greek mythology inspired one now. And Norse/Germanic mythology have definitely had a greater influence on modern fantasy, through Tolkien.
