This card, as a whole, is pretty bad (at least in standard, except for perhaps very precise strategies that require that extra mana in the first couple of turns). However, what I like about the card is that it's almost an unexpected counter for Mana Leak. You have 5 untapped lands, you're playing against Ux, they have two untapped lands (including one that provides blue mana), and you know the Ball Lightning in your hand can win you the game.
"I cast Ball Lightning"
"Mana Leak. Hahaha, nice try."
"In response I cast Pyretic Ritual."
*Gob smacked*
Of course, one spell that can only really counter one other spell isn't that great (admittedly it has versatility, but despite its acceleration it's still card disadvantage), but it could prove useful at some point.

Rite of Flame adds at least 1 mana, sometimes more. Pyretic Ritual is situationally better because it is an instant, but then you might as well use Desperate Ritual for the exact same role.

With this you can cast Seething Song and go from 2 mana to 5, but that's only if you draw them both and then your hand just got a lot smaller to get out some other card.
