In EDH, this is one of the best removal spells in the format.
Put this on an opponent's commander, and suddenly everyone else wants to kill it with several times more fervor, even to the point of using that removal spell that they've been holding onto the entire game. 21 points of commander damage is a lot easier to reach if the creature has the potential to get a huge surge to their attack, and whenever I slap this on a creature it's usually dead before its next chance to attack.
The best part is that the commander's controller will think you're trying to do them a favor, and if their creature miraculously survived will be far more inclined to attack someone else (especially because it is you who controls how much +1/+0 the creature gets. If they attack you, you just won't pump it. If they attack someone else, you could easily help kill someone).
