By now I think majinara says the opposite of what he actually thinks just to *** people off, because I don't think anyone could say so many things so stupidly.
Now about the card...
Seems fun, awesome synergy with Dream Twist but I still don't see a feasible mill deck for standard. If you're playing multiplayer with a deck that minipulates your opponents graveyard ( such as with Geth, Lord of the Vault), then Forebode away

Well, at least grant majinara that you could be playing something like Mesmeric Orb to mill or something like Vision Skeins to get things into the graveyard (it also helps shut opponents down for a while, assuming you're in a position to capitalize on the discarding). Anvil of Bogardan would also be a fine choice, since I doubt anyone will really want to blow it up (unlike the Orb). There's also Shared Trauma, which is arguably more useful in the late-game. And Whetwheel is better in the long haul, plus innocuous enough to go undestroyed until someone nukes all artifacts.
It really should cost less. For flavor reasons it can't be an instant, but I would have liked it from a gameplay perspective. Still it's really freaking awesome with Bonehoard and other "all graveyards" creatures.

In my opinion, the player running The Mimeoplasm and casting this is going to be able to use those creatures in your graveyard a lot more than their opponents were weren't preparing for this card. Yes, lots of players run recursion; that just means you need to abuse their graveyard before they do.
Also, what's with the complaining about this being 3 mana? You're milling 20-25 cards in most multiplayer games. For 3 mana. Wow, you guys are picky. You better not be the same players that complain about powercreep.

too expensive for 3 in commander? for multiplayer in general this is great card advantage over playing 3+ tome scours, mill 10-20 cards, then flashback all in one card. Plus playing a flashback/zombie or any other deck that takes advantage of self-mill this is potentially "draw 5 cards" as well.

majinara has never ever played an opponent with a Wrexial the Risen Deep deck. majinara has now proven he sucks at playing magic.
Too expensive? at 3? this is f*cking Commander! this is playable in a Wrexial deck even without flashback. Flashback is icing on cake. Never judge a card by its flashback cost, since no matter how high it is, at least it has it.
Consider the following. You are now playing 3 opponents. this mills 15 potential cards from their decks, giving you "up to" fifteen(more like three on a bad day) choices to steal with wrexial. As far as wrexial is concerned, you just drew fifteen 0-casting cost spells. Most of them are lands, but then most of the cards you draw normally are lands anyway. This is called card advantage, and if you dont understand card advantage, you don't understand magic.

Three is too expensive for Commander? You know that its flashback doesn't somehow prevent you from just using it normally? People like you won't be satisfied unless something like this is printed:

When this spell is cast, you win the game. A deck can have any number of this spell.
And even then you would whine about something. If all you do is go around saying everything sucks for Commander, all you're really doing is proving that you can't play intelligently.
