Each Time Spiral card was an homage to at least one previously printed card. Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability and mana cost from a previously printed creature.
This Sliver is referencing Nebuchadnezzar.

You really need many Slivers to make use of this and this sliver itself is expensive, but yes, you can effectively deny your opponent a hand for the rest of the game if you use this properly. Knowing their deck helps. I always like 3/3 slivers, and this one has great art. 4/5 for being unique and cool.

Prizrak brings up a good point...you can't totally deny your opponent a hand (barring other discard) because you can only hit them with it on your turn. Still, making them play with the top card of their deck can open up enough room for your other things to come out safely (or can counter combat tricks).
@desolation_masticore - This can help your other Slivers beat face...you clear their hand (using some of the smaller Slivers) before combat and then can swing safely without worrying about what your opponent might be holding.

Remember that all Slivers have it. Any Sliver deck in the ideal conditions would have enough to discard the opponents hand once this comes into play. Name one card, then name the card that was revealed, rinse and repeat. It's at instant speed too.

Hmm, I wonder why I never made a deck with this back when it first came out? I always thought slivers were only good at attacking. Never occurred to me to build a deck where they sit back and mess with the opponent. Blue black control slivers, just win with a good black finisher.

have two untapped slivers, and an opponent with an empty hand (if you're playing this why not a mind twist?) Tap one, name a random card, see the card, tap the second, discard the card. Opponent never gets a hand again.
