I don't think this + Training Grounds would work because Training Grounds says, "This effect can't reduce the amount of mana an ability costs to activate to less than one mana."

This feels more like a machine gun. Rocket launcher is one boom done. This is many little shots and then out of ammo.

Oh, it doesn't tap! At first, I assumed the activation cost included tapping and was like, "Why is this card rated above 3? 6 mana for 1 damage? WTF?
But being able to activate it a whole bunch of times means that you can pair it with one of the many, many infinite mana combos for a win con. Not the easiest win con, but it gets the job done. Even without a dumb combo, this can certainly be a game-ender in the right deck.

@kdraphael: Training Grounds would bring the cost down to , if Rocket Launcher has been turned into a creature via March of the Machines or something similar. So, it works, but you need other cards and it doesn't make it free.
