Are you allowed to Recoup a Restore Balance and then cast it for free?

Yeah ... Balance was sickeningly powerful, we're talking Power 9 powerful, because of being able to decide when to use it. A Balance that people see coming for six turns and can't be played early ... nothing on it. :( Still, I'd like to see someone manage use of this one with some trick or other to play without suspending it. Could be glorious if efficient ... but there's the trouble, eh?

Nope. You can't cast a card with flashback without a flashback cost just like you can't cast it as it is with no cost. If the cost was , then of course. But Flashback follows the same rules as normal mana costs.
Just check the rulings:
10/15/2006 This has no mana cost, which means it can't be cast with the Replicate ability of Djinn Illuminatus or by somehow giving it Flashback.
You can, however, cheat this into play with any effect that says "you may play the spell without paying it's mana cost" such as Cascade, Hideaway, Fist of Suns, Panoptic Mirror (Very Evil), etc...

Play this turn 1, then nobody will do anything until it resolves 6 turns later.
Or, play this turn 1, then get totally screwed later. There is no way to tell who will have developed further from the time you play this to the time it is relevant.
All that said, a really cool remake of a really cool card

Edit: Recoup and Past in Flames won't allow you to play spells with no mana cost.

My guess is this is why there's no 2 CMC Cascader.

It seems no one has mentioned using it with the borderpost cycle. Keep your lands low to nonexistent, cascade into Restore Balance, then drop an March of the Machines and beat face with your swarm of 3/3s.
