Comparable to Gilded Lotus. Costs more to add the mana permanently, and ditches the fragile creature type.

@lorendorkey: If by "essentially free" you mean "costs {1}{R}", then yes, it is essentially free. Just like every other Elemental.

...and like Priest of Gix, you can infinitely bring two of these into play with Recurring Nightmare and some sort of mana filter, probably Bog Initiate or Initiates of the Ebon Hand.

Seems to have been tricky to use in TIme Spiral, because if you didn't have another spell for it to fuel it would hit you for 3. A Firebreathing ability like Char-Rumbler's would work.
Now that we don't have Mana burn anymore, I'm quite happy to abuse this on my elemental deck with Brighthearth Banneret, which makes it practically free, allowing me to do stuff like playing 3 of them followed by a Chandra's Spitfire on turn 3.
