This card references Jhoira's Toolbox; Jhoira of the Ghitu was a student at the Tolarian Academy who worked on many of Urza's time experiments.

Imagine using Jhoira to suspend an expensive counterspell- Counterbore, for example- then speeding it up for one turn and then constantly keeping it suspended right before your turn starts. People won't play anything as long as you can tap this guy! Meanwhile, you have all your mana open for a Cancel in case they try luring your Counterbore out of you.
The head-games you can play are enough to make me love suspend.

Use with Dichotomancy. Your opponent will avoid tapping stuff for as long as Dichotomancy's suspend may end, which may as well be forever with Jhoira's Timebug!
