Like all cards from Time Spiral, this was an homage to a card from Magic's history. This one references Stonewood Invoker, an elf from Legions that could get +5/+5 in the lategame.
This is a devastating spell that both gives a sizable boost, and also protects a creature that you are desperately trying to get through with. It is a good card to have up your sleeve when your opponent relies on tricks and removal rather than blocking to bounce or spot-remove your creatures.
I also love that the unicorn from Feast of the Unicorn is getting his revenge!

Split second helps prevent any more responses, such as more spot removal or a counterspell. It depends on your deck and whether or not this card or Vines of Vastwood would fit best.

If your opponent has a way to remove your creature it will most likely be instant speed (as getting +5, +5 and shroud will vastly decrease the number of cards that could kill your creature), and therefore would be played in response to vines of vastwood. That isn't possible with stonewood invocation. I consider the instant speed shroud for a turn FAR more useful with split second. The +5, +5, on the other hand, is most likely in order to pump your creature up in combat, and for that part of things getting split second is of marginal utility. Not only that, but with vines of vastwood you have the option of playing it for only 1 if you just need shroud for a turn in response to an opponent's lightning bold. I agree with nammertime that which is best is largely situational.
Personally I would probably find more situations to use Vines of vastwood in my decks, but they are both pretty good spells.
