I think if it had a shock on a stick itd be good. A lightning bolt on a stick wouldnt be good, splinter twin would mean a free lightning bolt a turn. At this rate you need to give him a splinter twin to make him as effective as prodigal pyromancer.

As terrible as this card seems, I remember it being really good in limited for some reason.
