A 2/2 for 3 would have been much better. Or even a second rate ability like turning your slivers into artifact creatures would have been better.

He's the thing about Venser's Sliver: It doesn't benefit other slivers. Now, why might that be relevant?
Think about it for a sec. When would you not want to benefit other slivers?
Got it yet? When you're going against a Sliver deck. Venser's Sliver is a 3/3 Sliver which does nothing to other slivers and can be put in any other sliver deck. While I certainly agree he'd be fine at 
, or as a 4/4, he's not a one star critter people. Chimney Imp is a one star creature.

I could see it having a mana cost of only 3, not like it would have broken the game or anything and it would match up much nicer with Metallic Sliver.
