As Crag-Hack pointed out, this is kinda like a retrace mechanic on a creature.
In terms of mana acceleration, this card is usually too slow compared to Llanowar Elves or one of its many functional reprints, however in terms of activating madness and graveyard triggers, this thing is pretty awesome. It basically adds 
and "Put a Llanowar Elves token onto the battlefield" onto every madness trigger in your deck (not to mention flashback cards like Roar of the Wurm)

For those of you who think that this is way worse than Llanowar Elves consider this:
T1: forest, this
T2: forest, activate this, Llanowar Elves
T3: forest, activate this, 3 more Llanowar Elves
T4: Bringer of the Green Dawn
it lets you play more copies of Llanowar Elves though it does not replace it.

? I like this card. He literally just lets you play lanowar elves whenever you want.
When you play a normal lanowar elves, you pay 1 green mana to play the card from your hand.
So you discard a card to put lanowar elves on the feild for one for a green. Makes sense to me.
I know he's worse than lanowar elves in a lot of ways but... this is probably fun in EDH.
especially now, with the populate mechanic. You can make more lanowar elves tokens with this guy without having to discard much. Sounds fun to me. ^^

This guy is almost perfect, but then I have to ask, "Y U NO DRUID?" He's nearly perfect for a
Gilt-Leaf Archdruid deck, but that small little stumbling block makes it just slightly less efficient.
