No, it can't be used as a couterspell, it would be put on the stack on top of the previous spells and/or abilities on the stack, at which time no more activated abilities or spells could be put on the stack. After this spell is done resolving, anything else on the stack would then continue to resolve, assuming it still has legal targets, and cards on the stack have yet to hit the graveyard because they haven't begun resolving, nor are they in a players hand. This does hose reanimate decks though. It can be countered though, with one of the few things that can counter it being Counterbalance, as it's a triggered ability, not an activated ability, although you wouldn't be able to use Sensei's Divinin... Actually I believe Split Second is the evolution of the old distinction between Instant and Interrupt spells. But since everybody was playing instants the same way they did interrupts, they dropped the difference.

Mill decks usually rely on Gaea's Blessing to save them. When one hits the 'yard, I love to throw this at it. Sure they get to shuffle their graveyard into their library, but they do it with 4 less cards, and only 1 time!!!!!
