I think the point is that she's supposed to be a member of Mercadian nobility, meaning that she's not just rich but downright decadent and corpulent, and her appearance has to reflect that.

This card became a LOT better because now its a Rogue! This guy can combine with Frogtosser Banneret, Oona's Blackguard, and Cloak and Dagger now. As well as Prowl for Morsel Theft and Noggin Whack.

On a more serious note, this is a popular choice for Recurring Nightmare/Survival of the Fittest deck back in the days. Any deck with repeat recurring could use this card.

The only issue I have with the card is the artwork:
There is no way this artwork would show a pretty young woman (the type that make up 99% of female figures in fantasy art/games) getting smacked in the face. No, it has to be a pantomime dame.
That's pretty much *** when you think about it.
