You could conditionally wipe your opponent's board with this pretty easily and have pumped creatures to attack with on the same turn. If your creatures all have first strike or double strike then surviving enemy creatures will he hard pressed to fight back. it deserves at least 3/5 because in the right deck it can be good.

It's overcosted, and most of its uses (Board Removal or creature buffing mostly) would be easier to accomplish with other cards.
Most of those cards are in other colors, so I can see this being useful in a very specific type of deck, against a specific type of deck. I can see it being useful against a token deck that isn't buffing it's tokens past 1-2 toughness, but you'd need several creatures with at least 2-3 toughness out, and you'd only be paying 1-2 for X, which really makes it mana inefficient. Even in that situation, overrun is better unless you're in a pretty desperate situation.
I mean, It'll kill a Kor Firewalker without having to resort to using two cards, but so will Ghostfire, and that won't kill any of your own creatures (assuming you have any, if you don't this card is even less useful).
As for shroud, Pyroclasm does that job quite well, as most creatures with shroud don't have too high of toughness.

Actually I run four in my deck.
A deck with four mana flare and a lot of mana making artifacts.
It is a great way to get rid of shroud and protection from red creatures.
My deck has no creatures except for Shard Phoenix, everything else is direct damage and mana accelerators.
"But it has protection from red!"
"I don´t care, its gonna get +6/-6"
"But it has shroud!"
"I don´t care, its gonna get +6/-6"
"But it is indestructible!"
"I don´t care, its gonna get +6/-6"
"I regenerate it!"
"It has no toughness, its still going to the graveyard"

I keep thinking of situations where this might be useful, but I always find myself saying there are better ways to do it.
At first I thought it was monoreds' answer to indestructable creatures, but then I realized by the time you had enough mana to kill a darksteel colossus, you should have won already by throwing everything at your opponent. Then I though it was a way to deal with damage-prevention effects, but then why not run leyline of punishment instead?
The severe cost and sorcery limitation hinder this card far too much to be useful. Black does the -X/-X thing infinitely more efficiently and if you can't put yourself in an advantageous position with, say, earthquake, you aren't playing red right.

A really impractical card. Its cost is too much since it needs an X amount of mana. Even when it is used its kill most of the creatures in play anyway, yours included. If you want board removal then go with Wrath of God, if you want to make all your creatures stronger then go with Overrun. As for this card, just ignore is and mabye it will flowstone away.
