I would use this in a monored deck with Spiteful Visions, Runeflare Trap, and Burning Inquiry. Toss in some burn to keep their life lower than your.

Just use thick-skinned goblin. The cost is still 0 but you don't actually pay the echo cost.

I can't help but think this could've been worded less awkwardly as "During your upkeep, if Shah of Naar Isle came into play under your control last turn, sacrifice Shah of Naar Isle or each opponent may draw up to three cards."

Thick-skinned goblin says you may pay zero instead of paying It's echo cost. This says if you pay It's echo cost.
I'm not saying I am all knowing, but I'm a low level judge and if someone asked me for a ruling, I would say with those two the opponent would not get the option to draw

If you use Thick-Skinned Goblin's ability to pay {0} instead of Shah of Naar Isle's echo cost, the Shah's last ability will trigger.

If you're curving into him with something like hammer of purphuros, not terrible. If you don't pay the echo, he becomes similar to ball lightning - but if you would have lethal on turn 5, those cards aren't going to be of much help.
However grouphug/bearhug decks seem like much more fun.

Nope. Shah of Naar Isle is from the plane of Wildfire. It has nothing to do with Rabiah.
