Hum, would work well in mill decks, if you needed a 4/4 fear...
(You shouldn't want a 4/4 anything in a mill deck, you want more mill or better blockers OR something, aggressive creatures aren't the thing)
Although the card itself is alright, and pretty good in a mill deck, he is not very useful in a mill deck (if you get what I'm saying here)

I have to disagree on those saying that you wouldn't want this on a mill deck.
That statement is true if your goal is to mill out your opponent to achieve victory. But you can build a mill deck where milling is only a means to an end. With cards like Jace's Phantasm, Wight of Precinct Six, Consuming Aberration, etc. it's actually a pretty good beatdown deck with mill as a ressource generator (rather than a goal in itself).

I put this guy sometimes in decks of mine with a chunk of discard. That way, this guy comes into play very quickly, and a 4/4 fear (with haste) is nothing to sneeze at.

Very powerful in Mono-Black Control with discard. Suspend Nihilith on turn 2, then cast Damnation on turn 4, killing all other creatures and unsuspending Nihilith.

In my opinion, should be uncommon. A four/four with intimidate is nice, but not fantastic. It'd be a pretty strong uncommon, but a weak rare.
