Quite the annoying card, and a must for all fae decks.

Yes this card counts itself for the effect. Here is an example of how that works: Cast Spellstutter sprite >Spellstutter enters play > the effect goes on the stack > the effect looks at the board for all creatures with the subtype faerie you control > the effect see's Spellstutter so it's automatically 1+X where 1 is Spellstutter and x is the rest of your faeries > effect resolves. One of the best commons in blue in my opinion because you can put it in any blue deck for those pesky 1 and 2 cost spells you don't want to waste your Force Of Will on ^.^

I love to combine it with Mistbind Clique.
I return Mistbind Clique to my hand with Withdraw for example to counter a spell and I can use my Mistbind Clique again.

@kronos539 - she would have had to have resolved as a spell and become a permanent before her come into play ability would trigger, at which point it would be too late for her to counter herself. So no problems :D

This card's amazing. This with Scion of Oona makes your faes untouchable. And it's fun to be casting so many of your creatures on the opponent's turn.
I'd like to add that I love how the card's name is a bit of a tongue-twister. Makes you "stutter." Maybe that's just me, though. :)

This card is so broken for faerie tribal. It's like they don't even have to "waste" slots for Counterspell or Mana Leak.

This card was the inspiration for my current best deck: a mono blue faerie flash deck.
It's, put simply, the best card in the deck.
It has everything. It has flight and 1 power, making it eligible to be a sword. With it's flash, by itself, it means that I don't have to worry about wasting manna when holding for a counter. In fact, it actually does the counter.
By itself, it's a two cost soft counter that gives me a creature.
In a faerie deck, the counter is basically a hard counter.

Great combo withGlen Elendra Pranksers. Just get two sprites by bouncing Faerie Harbinger in and out. Combine with Stonybrook banneret to play all of your counter faeiries for {U}, and bam, you have two, or even three opponents completely locked down with as many counters as you can pay for.
I ususally clean up the board by running Vedalken Æthermage. You can use it's wizard cycling to grab the last faerie wizard you need for your combo, or you can use the much underrated imagecrafter to turn the enemy creature into a sliver and stuff it into their hand on their turn using the aethermage, and countering it when they try to recast. Throw in an information dealer to grab unsummon or whatever else you need with all those wizards in play, and when you have enough mana left over, drop a faerie swarm for the muscle to finish... Add some Cloudshifts to your deck and you can really go to town with counters.
