I think most people seem to be misunderstanding what a control deck is supposed to do. Gaddock Teeg screams to me "I stop Wrath of God!". Who wants to stop Wrath of God? Not control.
Aggro.
Aggro doesn't want Wraths, or Force of Wills, or Dragonstorms, or Cryptic Commands to be played. Aggro wants to keep its horde of cheap creatures alive, and that seems like what this card is for. And what it has been used for in the past, particularly during Lorwyn Standard when Kithkin was one of the most powerful archetypes. Kithkin is not a control deck, folks.

The Teeg's legitimacy as an EDH general is three pronged:
(1) He's multicolored.
(2) He's cheap, so you can reliably get him in play quickly, and reasonably continue to replay him when he becomes the target of hate.
(3) Since EDH is a format that actually encourages higher-cost spells in general, his abilities are more effective than in a standard game-play setting.

@Psychrates: Actually I don't think Augustin could stop Gaddock Teeg from disabling your spells. He reduces the casting cost, alright, but if I'm not mistaken that doesn't change the CMC.

My Vorthos is all over this. I love the flavor text, and the artwork, while depicting something relatively simple, is lush with detail.

You couldn't use medallions to get around his restriction, neither can you use, say Thorn of Amethyst to mess further with your opponents. This is because those effects doesn't change the CMC, they're modifying it - an effect that comes into play in addition to the CMC. When you cast a spell, the cost is calculated by first taking the CMC, then adding any present modifiers.
Thing is, I got both Gaddock and Thorn of Amethyst on the same day in two different Lorwyn packs, and I immediately thought of that combo, but wanted to look it up thoroughly in the rules first...was a bit dissapointed when I found out what I just explained... ;)

@fabujs: As long as the 2 CMC spell doesn't say "cast" that your 4 CMC spell for free, then you can get around Gaddock Teeg. Gaddock Teeg prevents casting of non-creature spells of 4 CMC or greater, even if you try to pay an alternative cost. In other words, this Gaddock Teeg would shut down Force of Will, since its CMC is 5.
@WhiteyMcFly: The Oracle text takes precedence. It says "cast" now.
