The reason why it doesn't do anything to the player's life totals is because Blue doesn't normally effect life totals.

What is funny is how much this screws -Ramp. They pull all their lands out and then they get bounced to their hands. Having to discard down to 7 means not only has a good chunk of their deck been neutralized (all the ramp they played) but they have little chance to draw anymore. So they either keep a hand of up to 7 land had hope they top deck something useful or they bite the bullet and pray they top deck those 2 forests they haven't fetched yet.
