Takes 4 basic lands to make it an Impulse. I think I'll just stick with that :P

Cantrips like this are better in the early game where they help you hit your land drops. Cast on turn two, Worldly Counsel is half as good as Impulse. It only becomes better than Impulse once you've reached Domain, at which point, you should be doing fine anyway. This is not the sort of card that you want to have it's value grow with time.

It's still not bad, though. 2 for insta-speed card draw isn't bad, especially in Limited or when it was in standard (but cards like Impulse and Telling Time weren't). And especially in the Alara block where running 3 colors was basically inevitable.
Reasonable card in context.

This card's reasonable mana cost is what makes it shine, especially in 5 color decks, for obvious reasons. I use four of these in my Domain deck and it is extremely useful for accelerating me into whatever card i need. weak in some circumstances, but very strong at home in a Domain-style deck.

I think it is nice how Wizards took a mechanic that was loved from Invasion Block and brought it back in Conflux and made everyone hate it for its unplayability.
