Changeling was usually costed as a benefit. Observe: Woodland Changeling, Ashcoat Bear.
But I like this guy quite a lot. One could argue the cost on the flight is a benefit, as Striker pointed out.
Also, has anyone else noticed the art parallel with Bloom Tender?

This guy was a staple in my Merfolk deck when it was Type 2. He made the deck so much better, and by game 2 he would be trolling removal spells from my opponent, keeping my Judge of Currents safe.

I use this in a blue allies deck - it's cheap and can trigger Umara Raptor and Halimar Excavator's abilities. That, and it's really nice if you have untap abilities, because you can just tap and untap endlessly.

The changeling ability is costed as a benefit here, as otherwise the card is worse than Flying Men/Zephyr Sprite. Well, there has to be something on the low end of the totem pole...

There's something to be said for a one mana creature that fits into any tribe. Especially since some tribes are lacking in one drops.

It could seem strictly worse than Flying Men, but in the end it fits in any tribal deck, so I think it is worth the original 1/1 1 drop flier.
But of course, flying or not, it dies to Storm Crow...
