Of course gelectrode is better, it is 2 coloured and uncommon, where this is mono coloured and common. There are other differences though besides that gelectrode can ping creatures, gelectrode untaps when you play a sorcery or instant, where this untaps when you play a red spell of any type, including red creature spells, which means this guy can easily mean 2 or more damage for your opponent each of your turns.

Repeatedly pinging creatures as well is much more powerful than it seems at first sight. It's because you can control the board like this. It usually doesn't win games just by itself, but when well used, it can be devastating enough to give you all the room you need to win.

Goblin Sharpshooter is still better. Nothing says borken like sweeping all 1/1's your opponents control while having one of the best supported creature types in the game.
