If you have to play this, play it right before killing the creature. It can be used well if you have removal. To that end, it has potential to be better than Mind Rot simply for being cheaper. Ideally you combo this with a Lightning Bolt on a creature with toughness 3 or less, or play it during your second main phase when a larger creature's already taken damage and Lightning Bolt to finish it off. Or you could play it on your own creature right before sacrificing it to some other ability.

It has potential, but it's not always useful.

@majinara; That's why you play it on an opponent's creature, silly fool. If they bounce or kill that in response, you still come out with card advantage.
EDIT- Usually decks are too focused to protect their own creatures and kill yours at instant speed simultaneously. If your opponent is playing a lot of burn spells, put it on their goblin. If they want to play jank like Withstand death, put it on your own creature and sac it. Whatever, right? Its a funny card that shouldn't be taken seriously or ever be played as a 4 of or even as a 2 of. Its awfully mediocre. But I just think its above "Horrible." It will fit into many decks that Mind Rot would not dare try out. Try it in a skullclamp deck or something.

Are they killing Rofellos in the art? Because I like killing Rofellos. All day.

Wouldn't it be great if they made a creature called Dying Whale? Then you could put a dying wail on a dying whale.

But still one of the best flavor texts you'll see all day.

Horrible card.
If the creature I play the enchant on is killed in response, or bounced at any time, I am the one losing cards, and not my opponent.

@Kryptnyt: but that would require your opponent beeing unable to protect it / sacrifice it in response. And it would require you to be also able to kill the creature. If your opponent has no creatures at all, or none that you could kill, or can protect it, then this card is worthless. I'd just pay one more for mind rot, which is far more reliable. And mind rot ain't a good card either. It's still better than this. Except if you play some enchantress deck, in green black.

I could see myself Cry of Contritioning someone, haunting their creature, enchanting that creature with this, and then Dismembering it. 5 for 3, and I probably lost 4 life, but I'd make that play.

It's got potential.

Mwahahaha... I'll attach it to my Hypnotic Specter!!! =)

The way I see it, if they can't get rid of my Hypnotic Specter right away, then it'll see some play. Or I'll attach it to opponent's creature, before playing Spreading Plague in my discard deck, since the creatures are mainly for distraction anyways. Distress and other cards have their own advantage: the opportunity to see your opponent's hand. In my opinion, information like that is more vital than having them discard one more card at the time with Mind Rot.

Between this, Cabal Therapy, and Rotting Rats, you can nail 6+ cards from a hand if you're lucky/good; or still 4+ if you just play them together.

Add in Tendrils of Despair?
