This card would be amazing at three mana or if it was a 4/2 for 4 wither counters, but as it stands it's almost useless in constructed and only moderately effective in limited.

The original Priests of Norn? Kind of. But not really as good.

It's nice to see something with wither that can actually survive combat with another creature. This can survive fighting some pretty good creatures, too.
Wears down Wall of Swords with impunity, and weakens Sprouting Thrinax without killing it. 4 mana's less than ideal, but most other Orzhov-colored cards are pretty cheap anyway. 1 more mana pumps it to 5/7 with Edge of the Divinity. 5/7 with Wither.
