blurrymadness is kind of right, but not quite the way he put it. Conspire states that AS you cast the spell you may tap 2 dudes. This would be done in addition to tapping 3 mana. I am not sure if it is an "additional cost" per se, but probably. Regardless, it is done at the same time. blurrymadness's scenario would be more akin to a triggered ability, but since this states "as" and not "when", it clearly is not exactly how he states it.
With that being said, however, I could announce that I am playing a conspired giantbaiting, tap 3 mana and two Nettle sentinels, cast said spell, the 2 elves' triggered abilities would trigger and go on the stack, they would untap, the spell would resolve.
So unless I am entirely off base (and I never claimed to be a judge), you would be able to tap two nettle sentinels for conspire and end up with 4 untapped dudes upon resolution.
