Relies on the opponent having a type of land that is hard to force them to have. They either have mountains and you have an alright card or they don't have any and you have wasted one or more card slots. I can't think of a single way to make this card useful.

Cool art. Run 4 of these in a Blue/White deck and combo with Magical Hack or Mind Bend or Whim of Volrath. The card is cheap, splashable and cummulative with multiples in play. Sure, it might not make the cut for hard core tournament "kill your opponent in 3 turns" decks, but there is a lot of casual play fun and value here.
