Unwinding Clock would do absolutely nothing. Untap all artifacts you control during each other player's untap step. When you play this, your extra turn is directly after the current turn, so your opponent receives no untap step to trigger unwinding clock, which means you untap nothing as well.

There's quite a big difference between 3 and 5 mana. Making this work at 3 mana in the right deck can win games. Personally? {W}{U} First Strike/Reconnaissance deck sounds like a neat way to use this. You don't need an untap step with fake vigilance!
This is quite helpful with Merrow Commerce of course.

In a vigilance deck, this is an extra attack phase plus a cantrip for three mana. That's really good. Plus, if you have some good upkeep triggers, it's even better.

Cheap lock via Garruk Wildspeaker, Noxious Revival, and Isochron Sceptor.
Eventually you will have enough counters on Garruk to create an army of 3/3 beasts, just activate Garruk's ultimate with it.
