I love that card. Have it in each commander/edh deck of mine that can support it.
3 mana: destroy target permanent? Hell yeah. You can even play it once in your own and once in each other players turn. Lands, planeswalkers, everything.
What's also nice: if you target something and your opponent sacrifices the target, gives it shroud or does anything in response, and the tornados ability is countered, then it also gets no velocity counter, which means you don't have to pay more life next time you use it again.
The life loss is also not much of a problem. If you activate it 3 times you lost 9 life, but you got rid of 3 permanents which would have probably caused you to lose more.
It's also a great card in matters of multiplayer politics. While this card is in play, many players won't attack or annoy you, knowing that you can destroy permanents for just 3 mana at instant speed.

It's a repeatable Vindicate in green. That makes it pretty awesome, despite the high costs.

I'm glad New World Order currently frowns on complexity like this. It's just too easy to make mistakes in a casual game with two different counter types on a permanent.

Looking back on it, Alliances was really the earliest precursor to Future Sight. It was definitely a set where R&D just sorta fucked around.
It led to some of my favorite cards, really fun and unique cards like this one, but it made for probably the least New World Order-friendly set in all of Magic. Literally every card in the set but one was strange and complex.
