Personally, I think he's a decent card for a Naya P5+ deck. The fact that you can only use him once is a bit of a downer, though, especially in Commander (unless one of said 5+ creatures is Sun Titan); he might've done a bit better if it had been something like "{1}{W}: Target creature with power 5 or greater gains flying". Not as great for quick evasion, but it'd let you get more use out of him without having to pull him out of the graveyard every time you want to attack.
