I've looked back on this card and realized; it's really not as bad as I thought. It's a blue 1/1 for U and no drawback, which I usually take as meaning "worth at least a 2.5" and it has an actual possible advantage that costs you no extra mana. It's not good enough of an advantage to earn it a 3, but it's definitely a 2.5 level "i could maybe play this" card.

Has anyone else noticed the art is by Ron Spencer? Looks very different in style from later works he's done for Wizards, though you can see hints of his later style here.

As of Theros this guy is officially outclassed by Triton Shorethief; not only does it not need your opponent to be playing blue, but it has two very tribal types.
