Not underrated. Wizards is careful with random discard after Hymn; this one was too careful. Black cat was *somewhat* careful. They'll eventually ease up again I imagine, it's just worrisome because random has a chance of land screwing the opponent, which is terrible for keeping customers (because people don't like it lol)

It doesn't make much sense when the patriarch of discard creatures, Hypnotic Specter, costs the same amount of mana.

This card is actually way better than most people are giving it credit for, especially in the Shards block. Even if you aren't running him in a Cascade-based deck he's still effective in a Jund deck with "when creature is put into graveyard" triggers. There's really no way you lose: you and your opponent both forfeit a card, except you get a 1/1 and he doesn't even get to pick the spell which he must throw away.
