The biggest problem with this card is the 1RR casting cost. You already need two red mana producers before you can summon the Sisters, so they don't help out when you're lacking red mana. In contrast, the Llanowar Elves, Blood Pet, and many others only need one colored mana. Sisters of the Flame should have costed 2R.

2/2 for 3mana is ok. Generating mana in red decks is something that you don't see there often (except on sorcery/instant ritual like cards).

Creature type 'sisters' is a bit chauvinistic, isn't it? She looks like Magic already existed in the 80ies.
Fooleries aside, she is a very useful card. I actually thought of her when Exuberant Firestoker came out, but she doesn't attract removal that easily (seeming more mediocre because of the missing damage part).
