Most token decks don't get beyond 2/2s if they buff their tokens at all (unless it's a combo with Joruga Warcaller, and then you're doomed if you don't kill the Warcaller anyway) so Fallout seems slightly better for that. However, counterspells have shifted out of favor over the past few years. I'd say that if you are heavily invested in red, then run both (or sideboard them) as best fits the type of deck you run. Red burn drops either one during the post-combat main phase.

This is a better Pyroclasm, and seems to have been printed as pure Fae hate, but has a wide variety of applications...I would run 2 of these and 2 Earthquakes, giving me a range of choices...
