Seems to me like she'd be best in red decks with "burn all players" spells. She'd also be good in black decks that pay life for effects. And any non-fast deck that doesn't want to be loaded with damage-prevention and doesn't have convenient lifegain acssessibility. In other words, she's a white Avatar that works best with non-white decks. Just like the other Serra Vangard card seems to be.

That's actually pretty typical for Vanguard cards, A3Kitsune. The thing is, they bring free advantages usually confined to the colour of their origin, advantages that can usually make up for the disadvantages of other colours. And thus, they are the most effective in decks that do not actually synergise with them on basis of flavour.
