Man, that second activated ability, that could be the poster child for old cards' desire to waste card space on the complex and pointless.

So for just one blue mana and a tiny amount of milling it can lock down stuff like akroma or baneslayer angel, preventing them from attacking or blocking? And it's pumpable too in the right deck? Woah...
Ok, this guy is bad. If it would put the cards in your gy and would be 5/5 instead of 3/4 it would be nice though. :)

If this were 3U it would be played in every deck, ever. If it were 4U it would be playable. Even as a 5U its almost worth cheating into play. I'm a sucker for the art - its like a particularly badass beholder sprouted wings :D

Fog Elemental is as good at half the price.
As for this, too expensive for the P/T, but the first ability does not make me laugh at how useless it is. The second ability does.

Every card has it's deck.
This guy here, just found its way into my Timesifter deck with Lantern of insight.
-Exiles the top card of my library if i will not win the extra turn from Timesifter
-Win-con
-I know exactly when there is a land on top to use the other ability, just had to buy snow lands.
-6 CMC.
-1 mana instant speed activation.
Also useful to note, he can tap himself, might matter in lure situations.
