Under the assumption that you don't build around it, this is the worst card in existence. It's basically an automatic self-mill with an upside that is so hard to use (again, if not built around) without killing yourself. A prime target for Donate or other similar effects.
It can be possibly built around to not be a completely ridiculous awful card you'd never want to cast, but even then, it's a huge risk for very little reward. A card with a downside this awful needs to be more breakable than this.

Whereas crapmeisters such as Great Wall and Rakalite don't really do anything, this card will kill you... far faster than your opponent could ever dream of.

Really great card, run this in my black/blue Laboratory Maniac deck. Though I feel like this card should be Black, not Blue. Blue is more about control, while Black is more about this kind of thing, having trade offs but being awesomely amazing.

This card is INSANE. If you want to keep it in play for five opponent's turns, you only need to exile 1+2+3+4 = 10 cards. If you would have been dealt 20 damage, you'd have been dead anyways, so in that case this card is awesome since you're still alive and well. Otherwise, it's a five-turn Fog at the cost of at most thirty cards from your library, and if you've played with Arc-Slogger you know that it's nothing. This should give you all the time you need to control the hell out of your opponent and put down your win condition. Ah, and bounce the enchantment back.
What would a five-turn Fog have costed anyways? 4GGWW? But here it is at 2UU, drop it and aggro is dead.
