Opponent not playing Thrulls? Take his creatures anyway, just use Amoeboid Changeling or another card that gives a creature the Thrull type.

Rather surprised it buffs itself. Maybe they were getting away from the "lords that aren't their own creature type" even back then. Well, it can steal Changlings, so that's something.

This beast plays like a weaker Sliver Overlord. He does pump himself though, and the pump is enough to give it a place in Thrull decks. If you really want to use his ability, consider using Amoeboid Changeling or any of the many ways of changing creature types.

Terribly overcosted for anything but using type changing effects to steal opponents' creatures turn after turn after turn with no mana. When you're doing that, the effect is pretty powerful but needs two cards, one of which is utter dreck outside the combo, and will take all your progress away if it dies. It still might be worth it.
Of course, there wasn't any of that stuff back in the day.
