@ Trubuliva: Because you can cast it when you are tapped out. If you see your opponent is also tapping out to play something, this becomes 'As an additionial cost to Daze, return an island you control to its owner's hand: Counter target spell.'
So, this remains useful in late game, when you prolly have more than enough mana in play anyway.

WHY IS THIS CARD WORTH 3 DOLLARS NON-FOILED WHILE THE FOILED VERSION IS 50 DOLLARS?!?!?!?

If this were modern legal, it would run modern in the same way that Force of Will runs Legacy. It would effectively be like having a Leyline on the field that said 'Spells your opponents control cost 1 more as long as you control an Island' because everyone would play around it, regardless of whether you had it or not.
