I concede that this card is rather narrow, relevant only against blue creature decks. With that in mind, against blue creature decks, it a very relevant field advantage card.

Question about this & other enchantments alike: If I play 4 of this & you're playing mono blue, do you pay 4 U/creature if I get all of them down on the field?

No you don't. Each enchantment gives the same option to untap. They all work, but the first one triggered untaps the creature if paid and you don't need to untap it anymore.

Useful against blue horde decks (Homarids?) but stupid against blue control where they merely spend U and untap the single thing that's been smashing your face ever since they took control of the game.

Painter's servant would make the owner of this card's creatures blue as well so all creatures would be tapped...
