Even when conditional, white card draw is few and far between. The fact that this can potentially net you 2 cards if played right makes this card 4/5 alone. The life gain is just a nice way to make the drawing condition a little more obtainable, but it's still nice.

Look at it more like the modal Charm and split cycles. If you need life, you can play this to gain 4 life. If you don't need life, you can play this to draw cards, and get some life into the bargain.
The two rewards don't have synergy, but having broader utility is still better than nothing.

Decent enough. I'd have to try it out; but I imagine if you can set up a good white-weenie offense then this can provide you fuel, as well as some protection from the odd burn deck that can out race you.
IMO, load up a bunch of First-Strikers, go on a beat down. If you can get vigilance into the equation then your opponent will have a hard time landing good enough hits to keep this from drawing cards.
