i think that "infest" is a very powerful ability, and they create infest card carefully. We are not only talking about wither, but poison counter too, so, unblocked, it's like two 2/1 token creature.
further more, like Blackcleave Goblin, this one give you two 1/1 "haste" infest creature if you play it at end of opponent turn. so this card alters how you play just by existing...
not a 5/5 card, between 3,5/5 and 4/5... but, for sure, a very well conceptualized card.

In my opinion, not too good, but has a certain amount of usefulness. If you think about it, its like using a Trigon of Infestation twice whith out every having to cast the artifact.
