This is a very solid card. It was printed in a set whose power level was highly varied when you consider the creatures as compared to spells like this. Also seeing this card makes dismember make a lot of sense. I think this card is good and maybe even great coming out of the sideboard.

Why is every card art associated with the weatherlight so screwed up?
Compare this with the other art. Liliana snuffing out a candle with a ghost smoking up from it. Clearly she used evil magic to kill someone. Without reading the card, I already think it's a creature removal spell... Probably a subtle one... which it is.
This one: Squee, an immortal goblin who has nothing to do with black magic, overlooking a battle with hovering ships and what look like missiles flying all over the place. What exactly is being "snuffed" out here? And why is a goblin who can't use magic, especially not black magic, the primary subject?
Just looking at this art, my first guess would be that it was a creature card for Squee. After that? A big red damaging spell because of all of the explosions and warm bright colors in the background. Maybe I'd think some kind of blue or white "battle tactics" themed card because of the battle... But a black spell? never.
