This card will always have a love/hate relationship with planechase players.

You'll love it when you're behind. You'll hate it when you're ahead.

Actually, I got absolutely boned by it in a 4 player game I was having the other day. In that specific case though I didn't really mind though... I love winning, and there was no doubt I was on my way to winning if planechase wasn't involved, but it's nice to restore some balance to the gamestate and give everyone else a fighting chance. So I guess you won't always hate it. =P

I must admit I wish this card didn't have the "may" clause on it. I think it would have much more interesting interactions (such as with Rain of Gore) or just to beat down players who enjoy massive amounts of life gain.

Otherwise I really like it. I've always been big on Serra's Realm and her angels. This plane's base ability works really well with having indestructible creatures, such as through Deathless Angel's activated ability or from Eldrazi Monument or with creatures that regenerate. Graveyard decks wouldn't mind the ability either. Then again, even without all of those, boards can get locked up a lot, especially with some of the slower styles encouraged by the Rise of the Eldrazi set, and taking out everything has always been a good way of resolving issues.

Before I stopped playing 60 card magic (I primarily play edh now) there is a player in our group that usually relies heavily on artifacts and enchantmets. He'd typically play an enchantress build and used moat and the white card from Zendikar that puts angel tokens into play (the name escapes me at the moment).

We'd usually play Planechase and pray that this card came up clearing the board, mostly because he hated variant formats, and this card usuaully hurt him more than anyone else.

If I would play with these planes, I would find it very annoying that some games seem to last forever because of too randomly happening powerful effects like this one. Not my cup of tea but nice to see that WotC care about the casual crowd in some way.

This plane is great when you're down, as you can always spend all of your mana hoping that you'll roll here and then off again, knowing it's the only thing that will save you from certain destruction. It gives you something to shoot for when all other hope is lost (unless of course, you've recently left here and know it's at the bottom of the planar deck).

The only thing I'd change is to use "your starting life total" instead of the number 20.
