Well, you get an extra use out of your Eternal Dominion, anyway.
Again, this is one of the standard "Give everything (or at least one thing) the new, sexy mechanic" cards. It's pretty much a must in every set with a new, sexy mechanic (barring Alaras individual plane mechanics/Ravnicas guild mechanics, which could not be shared so as to have a feeling of distinctness among facitons). See also: Maelstrom Nexus, Eldrazi Con***ion, Phyresis, Blight Sickle (or Neverending Torment), Jhoira of the Ghitu, and others.
In this case, I think there may have been some fear of rebounding Ultimatums, perhaps, hence the cost/rarity.

In EDH, if someone uses something like Academy Rector, they'll usually use to get a Mirari's Wake or Mana Reflection. But this is just so much cooler! Demonic Tutor, plus a free one next turn? Thanks! How about a double Insurrection or double Bribery? All of your spells are better when they happen twice. Or use it with Echo Mage to make them happen six times!
