It's for use in Vanguard which is mostly played on Magic Online. It's sort of like Commander/EDH only your general isn't a creature but an Avatar and you start with them in play (they aren't permanents though). They act sort of like enchantments that can't be touched. They also have a few effects beyond what is in the text box. Like on this one, you start with the usual hand size (+0) but more life (+5). Depending on it's power, they give Avatars hand and life modifiers in either positive or negative.

For best results, keep in mind it's the same mana cost including color that's generated. Very specific mana costs will get you the same thing every time. I know there's a few powerhouses that cost lots of {G}.

Nevermind the specifics about mana cost, an endless supply of those big kaleidoscope cards for 3 mana is priceless. This is the only Avatar than puts Enchantment and non-Equipment Artifact tokens into play when playing 'Basic'. So if you want to see those type of cards in a Vanguard Freeform Basic game this your only option.
